I don’t think so. I think it’s all about getting re-elected. The wall and the money for it is insignificant.
It’s a vanity wall. But regardless, he promised his supporters a wall and feels he has to deliver on that promise. He may lose a lot (more) support if he doesn’t produce the wall he promised. He’d best stake his re-election hopes on something more practical and valuable to more people.
