Shotguns are used for bird hunting. And unfortunately the Arapahoe High School shooter was able to legally buy one. Obviously we need age restrictions and waiting periods also.
Right. There isn’t a perfect answer, and I don’t want to do away with hunting. So, just put more restrictions, waiting periods, etc. on purchasing one – just like you said.

I know fully believe that no civilian should be able to own a gun other than an adequate hunting rifle with no special alterations.
